I am directed by the Secretary of State for India to acknowledge the receipt of your letters of the 25th and 26th ultimo respectively, and to inform you, in reply, that he would willingly assent to any of the persons named whom Sir E. Grey might select to serve as a non-official member of the British delegation to the Shanghae Opium Commission.

Lord Morley understands that Sir William Collins is unable to serve,
